Create A Online Wwe Title

> To diffusion of the state in society.

Liberty, Equality and Fraternity, have the triptych of our Republic. When one takes precedence over the other, the building will crack ... It is this delicate balance that must guarantee our Constitution. The first constitution

(1791) based on ideas from the liberal currents of Enlightenment thought. This first constitution meant the separation of powers and decentralization. Now, slowly and insidiously over the successive republics, the state has stolen the power of the citizen in return for giving the illusion of equality. The citizen, by letting more or less consciously jettison its powers, has, somehow, agreed to exchange their citizenship against a well-being, which leads to individualism and disinterest in public affairs. In fact, it has also agreed to lose its status Citizen to become a simple given. This loss of freedom in favor of equality, even if it is an evil that affects many modern democracies, is even more pronounced in France than we are in a hyper-centralized system, a direct legacy of the Jacobins, who, at each reform is rooted more in our Constitution. Maybe this will be even stronger anchor tomorrow by appropriate modifications by Nicolas Sarkozy.

Here are a few measures that are envisaged in the forthcoming reform:

• "President of the Republic may address before the National Assembly. That voice can give rise to a debate, not a vote. "
What about the separation of powers? This is one of reform that goes to misinterpretation, because the precautionary constitutionalists made sense, since it resulted from the desire to prevent a president influence (eg, a hyper president) to try to maneuver all members or senators.

• "The presidential candidates will be selected either by sponsoring a college but elected 100 000. "
This means that in order to attend the presidential will go through the networks. So a citizen who has no political support, or able to ensure a network of elected officials, can be considered for candidacy. This can only limit the emergence of new trend, less pluralism. Besides, who will be the "super elite"? ...

• "Except in cases of synchronization schedules, organizing the first round of elections on the day of the second round of the presidential election. "This appears almost
be a coup. For any voter with logic itself will vote for one side a blue chair and the other for a member orange or pink or green? ... This combination of election night to pluralism and the representation ... It is questionable inversion "complete" the current schedule (before the presidential legislative). But no question of a first round of the day one second for each other ...

• "Part of proportional representation for the National Assembly of small parties that have more than 5% of the vote. "
20 to 30 seats out of 577, this is a very limited vision of pluralism ... A proposal" for display "and to prevent virtually any possibility of additional parliamentary group ... We can no longer demagogic ...

The draft constitutional reform emerging as a new lure. It does not allow a more satisfying expression of pluralism, nor a true representation of citizens, even though it is part of the expectations of the French. Finally, it will not guarantee more separation of powers. It does give rather than more power to the strongest. By requiring "small" parties to the allegiance or the nonexistence? It will strengthen the role and power of the President of the Executive who have excessive power over the legislature. Certainly a centrist party is saying, and looking for his name ... is planning to do well in defending the proportional, but he does it backwards while stating that even if the amendment is rejected, they still will vote for reform not to offend their "friends of the majority" ... Surely the most obvious example of the role left to the smaller parties, a simple adjustment factor electioneering ...

The solution can only go through a more profound reform of our Constitution. This should take the basics of democracy ie, representation balanced currents, the separation powers, the establishment of effective checks and balances, especially deconcentration and / or decentralization of the development of "body" intermediaries (unions, mutual societies, associations ...) that involve citizens.

Clearly, a constitution that allows the state to circulate in society and not vice versa ...
